Applied on August Last week. Is there any chance to get application accepted?

Hi All,
I have applied for the NOC 2173 by the end of August. From the spreadsheet I can see that it's cap reached. Can someone say that weather there is a chance for my application to be accepted?. Also please let me know if someone who applied in that time got file Number.

Based on records from SS. Latest day is 11/14 for 2171 and 11/12 for 2173.

If you have known other people got charged after these dates, please share to make everyone hoyful
