Applied in Express entry.. Can we get BOWP on border?

A friend of mine applied PR under CEC in express entry yesterday.. He has to travel to india in december. His work permit is expiring in January. Can he go at border and get BOWP as he doesn't have enough time to apply online. ( Online will take roughly 2 months ) . Anyone with similar experience ?

No - you cannot get a BOWP at the border.
