I have applied from Quebec, I got a file number letter and nothing more,
What is the next stage ? Should I write to Quebec immigration office now ?

No. You have to wait for a letter from IRCC requesting the sponsor to apply for an undertaking engagement and the principal applicant for a CSQ. I would recommend you to follow the "Spousal Sponsorship in-land Applications 2017 timeline and updates" and the "Spousal Sponsorship in-land Applications 2016 timeline and updates" threads. You will likely see others posting their timeline and learn when you should expect to receive the request to apply for the CSQ.

In our case, it was about 10 months after the application date. For sure, it will be much less for you as IRCC process the applications much faster.

Oh, ok, I misunderstood. For outland, you will also get a request to apply for the undertaking engagement and your spouse for the CSQ, but only after you get the sponsor approval. There are different outland threads, maybe there is one related to the visa office of your spouse. That would be the best for you to find the normal timeline. But in any case, don't worry, it will take some time (few months) before you get news from IRCC.
 
About the Quebec process.....

I'm confused and as you went through it I must ask you.

You start the application process sending ONLY Form IMM 1344 to CIC or you send ALL applications form?
