Applied for vistor visa on october 27/2020

Here is my case, any advice would be highly appreciated
Applied in 2017 for visitor visa for me abd ny wife and we received approved visa on passports
We applied for visa again in 2019 and we got rejection
Bear in mind we went to niagra falls and went back to our home country
We applied again in october 27 /2020 online from outside canada
And until now we did not hear back and no single update
Anyone has experience
If they are late to reply does that mean we are in good position and they might approve the visa after they lift the travel restrictions?
Or they stilll might reject it

The late reply doesn't indicate either an approval or refusal. Both outcomes are still possible.

Processing is very slow right now due to COVID. That's why you haven't heard back yet.

But i have heard people applied after october and still got refused !!!!

Yes, there have been both approvals and refusal for applications submitted after October.

The fact the processing of your application is taking longer does not really indicate either an approval or refusal.
