July 2018 I applied as CEC, due to shady employer who did not provided me with reference letter and misrepresented my status as self employed I had to proceed with CRA ruling and MOL claims. ( Both of them I won ). So I submitted all those documents altogether with self affidavit with commissioner of oaths stamp as a reference letter. My file was stuck in Review Required to confirm that work experience, for a year, and eventually on July 2019 was rejected.

The interesting part is that work experience with that self affidavit as a proof had been accepted by the officer, but application was rejected due to the my points felt below minimum threshold for that round, which I claimed for the Certificate of Qualification ( it was license from local municipality, but has to be from federal or province ).

Nevertheless, I applied second time on September 2019, with totally different work experience, as a proof I submitted only reference letter from employer.

In GCMS notes I found out, that program assistant mentioned Review Required for Statutory Questions, in which I mentioned that I have been rejected pr on my previous application.

Is that review required means my file stuck again for a long time?

Is that enough to provide ONLY reference letter as proof of Canadian experience?

Just want to share my experience, maybe it’ll be helpful for someone, and would appreciate any answers on my questions.

As Saul Goodman, you should be able to pull this off. Even Jimmy McGill could do this thing. But still, if you need better assistance, call HHM.

Review Required for previous visa refusal is common. It won't cause any problems.

Might not cause a problem, but probably file will stuck again for entire year or two.

it’s unbelievable, I was waiting a year for someone to look at my previous file and just simply refuse due to certificate of qualification points which not valid to claim points for.

With that amount of time they could run any kind of screenings and check me in all databases all over the world.

It won't be stuck for years, If you mentioned the reason for refusal and answered the statutory question correctly.

What I was saying earlier was it should not cause any delays as it is a common theme with applicants.
