What effects do new rules have on applications received by CIC before June 26 but have yet to receive the AOR? Does the CAP apply or not? Please advise.

I don't think they will because what is the cap for 0111? Wouldn't those NOCs put the numbers for 20000 very quickly.
I am guessing this. Initially I thought the cap will affect the NOCs of the old applications, now I am thinking it wont. But their notices are bit ambiguous.

No,For the purpose of solely calculating the caps, the first year will begin on June 26, 2010, and end on June 30, 2011.

One could easily read it as the first year begins on 26th of June and applies to all. It is ambiguous. But i think its a no too.

You cannot because Noc's like 0111 are no longer on the list and thus have no cap
