I want to apply under FSW category. English is not my mother tounge. Can I submit my initial assessment application without IELTS. I intend to appear for IELTS in two months time but want to make immigration application at this stage.

I am doctor with over 6 year work experience in Pakistan.

You can send your initial application to CIO, Sydney Canada and mention High or Moderate (which ever your think you can score in IELTS) proficiency and submit your application. Once approved then you will have to submit the IELTS original Certificate.

Kindly check updated forms and guide before sending any documents.

You can submit without IELTS but it's advisable to take it first to make sure you can get the points you need. I have seen quite a few cases here of people who thought they could easily get the points they needed on IELTS, applied without it, took it later and found out they didn't get enough points. This leaves them with a problem because if they have 120 days, they may not have enough time to book another IELTS and get results back and even if, there's no guarantee they'd have enough time to study better for the 2nd IELTS to get a better score which basically means their application will be denied for lack of points.

And to reinforce your post, here is what CIC states in the instruction guide:

"However, it is recommended that all applicants using this category complete their language test(s) or their written submission before submitting their application to the CIO in Sydney so that they know in advance how many language points they will attain on the selection grid."
