Application submission with less than eligible points

Can someone having less points than the passing points like if someone has got 47 points (eligible passing points is 49) can create his profile and able to submit application?
Is system accepts applications having points less than 49 reqd points?

Hi.
Yes you can submit your application and pay the fees, we submitted our application as a married couple and we have 47 points but we will provide french test results in November to be in the safe side regarding to the points. Hope we have the opportunity to do that.
