Checking the application status, I discovered the message "We started processing your application on March 12, 2007". This is 2011 and no result yet. Please what do I do next. I need candid advice. Thank you.

Your application is before Before 27 Feb 2008. These applications are still in queue and does not know when it will be finalized.If you are tired of waiting and you still qualify through a fresh application, withdraw your old application. Please note that you have to again start from the scratch.

What is your Visa Office? Have you written to them about the same? If your status is In Process with date of Mar'07, then you must have received decision.
 
@ Mehulca. My visa office is Ghana and I am yet to complain officially to the visa office. Thank you.
 
@ Wilson. If I need to withdraw my initial application, do I need to pay a new application fees or the earlier paid fees will still suffice? Please, I need your response. Thank you.
 
Yes Olu, you have to start from the beginning as a new applicant. The earlier paid fee is not considered towards new application.
 
Im a 2008 applicant my status reflects the same information as yours, I was told by experienced persons on the forum that applicants prior to 2010 status do not show any changes until decision has been made.
 
I heard that a very large number of old cases are pending and the backlog is piling up. Guessing of some people with inflated quantity of pending cases are available in some websites which could not be from CIC or any reliable source. But it is true that most of old files are moving very slow and some are dormant.

U CAN WITHDRAW BUT AS AN EARLIER POST SAID, U WILL HAVE TO START FROM THE BEGINING BUT, BEFORE U WITHDRAW, MAKE SURE THAT YOUR NOC IS IN THE LATEST MINISTERIAL LIST SO AS NOT TO LOOSE BOTH WAYS.

If your NOC is still on the list you can apply again without withdrawing the old application. The VO itself will tell you to withdraw one application at the appropriate time.
