If you see the above mentioned link it says 491 out of 25000 are already accepted and below it says

The number of complete federal skilled worker applications received as of May 4, 2013 is an estimate.

This program opened on 1st of May 2014 As of May 1, 2014, Citizenship and Immigration Canada will only consider federal skilled worker (FSW) applications from people who have

Does this mean that 491 applications were accepted in just 4 days . If this is the case then I am no way going to get accepted as I got IELTS exam date for 16th August here because all other seats are booked . I will get results till end of August which means I will be in a position to send application to CIC in first few days of September .

4th May, 2013 is a typo. They processed 491 applications in about a month (look at the date the page was updated). Also, whether or not you will make the cap will depend on what your NOC is. Some like 2174 are almost all filled while some others will likely never be filled.
Also, the data from CIC is not a true representation of the number of applications they have received. Look at the spreadsheet below to see the numbers from member of this forum alone that have already applied.

wanted to apply for 2281 , looks like CAP is already filled till 25% in just one month . Dont think I will be able to make it

25% in roughly 2 months as the estimate in the spreadsheet is 'as on date'.

Therefore - you should still be safe in September.
