My husband and I are applying for PR. We have received ITA (CRS 451) and are in the process of submitting our application. I am the primary applicant.
My husband had applied for PR (as a single candidate) under the FSW Program (that worked on first-come-first-served basis) way back in 2014. However, his application was SENT BACK by CIC as the application was INCOMPLETE with respect to some work-ex details. We have a letter from CIC mentioning the same. But since the application was RETURNED/SENT BACK, there was no UMI number or any other identifier/number assigned to the application.
Now, we are filing the application again, as a couple, under the Express Entry Program and my husband's passport has two stamps for PCC issued for Canada, one that was issued recently (Jan 2017) and the other one that was issued in December 2014.
The question about having applied for PR earlier appears only for the Primary Applicant in the ITA application. Also, selecting the answer as YES would be incorrect, as there was no UMI number assigned to the FSWP application, so ideally, the application was not filed at all.
The question is: To support/explain the PCC stamp dated Dec 2014 in my husband's passport, do we need to mention regarding the FSWP application in the Letter of Explanation? If yes, would it also make sense to attach the letter from CIC mentioning the reason for returning the application?
