The ECA doesn't meet the following requirement
The Educational Credential Assessment (ECA Report) you provided is not an original.

In addition, I received an UCI number.

The question is
Can I apply as it was just with the original ECA added?
Or should I apply as a total new application following Express Entry?

Hope I can continue with the former application..

Did you send a copy? which service did you use?

I regret to tell you that you cant anymore apply. you need to register for EE. the next draw is this week. I think u should hurry.

Nope, your application is returned as incomplete and since the FSW program is finished you would have to apply under EE.
 
Applying under the former stream isn't an option since your application was returned. Your only option is to apply under the new Express Entry program. The deadline for applying under the old program has passed and your application will be returned if you try to submit it again.

I think no chance for FSW earlier and u need to apply in express entry

The return letter was dated on 31, Dec. 14.
My NOC is 2131, Civil engineering which was not full cap until the end of the last year.
I have ECA report and submitted copy unfortunately.
 
I’m sorry to hear about your application. Mine got returned the same date as yours but my letter was dated Oct. 14.
I applied july 14 from seoul, korea last year noc 2132.
