Application rejected back in 2002 !

My application was rejected back in early 2002 as i fell short of just 2 points because of the new point grid imposed after the 9/11 incident.Somehow they evaluated me on the basis of new points grid ignoring the fact that new grid was not in place the moment i applied.Anyhow now i want to apply again.Few questions
1. Can someone whose application reejected earlier apply again.
2.Wont his case be little weaker in the eyes of CIC because of earlier rejection.
3. Should i give reference about my previous case also while applyiing.I think there is a column in the application where we are supposed to tell whether we are applying 1st time or !!
4. Do they consult our previous application also while reviewing our fresh one or that has gone into trash.

You can apply anytime you want
2.Wont his case be little weaker in the eyes of CIC because of earlier rejection.
No every case is treated new but yes they will look at the file for reason of decision and it not be a problem unless until some security issues
3. Should i give reference about my previous case also while applyiing.I think there is a column in the application where we are supposed to tell whether we are applying 1st time or !!
Answer the forms correctly do not hide anything
4. Do they consult our previous application also while reviewing our fresh one or that has gone into trash.

Many members have applied after rejected. Some success cases are there.

You must give the your earlier application reference.

YES, OFCOURSE
You have already given some details till 2002 in your earlier application. Do not change those details in new application. You can write new details with your logic.
