Application rejected as no PCC avlbl for spouse

Hi guys,

Looking for best possible solution.

My spouse is in the army and getting a PCC isn't an option as they have strict policies. Although he isn't accompanying me, it may still questions at higher level.
Now all this was explained in the 'letter of explanation' and the reason why he couldn't submit his PCC. CIC has rejected without checking the LOE i think.. not sure..

Anyway, can someone help please? what's the solution?

Your application cannot be approved without your spouse providing a PCC. It doesn't matter that he isn't accompanying you, he must still provide a PCC.

You will need to reapply and find some way for your spouse to obtain a PCC.

I think IRCC read your LOE but still refused the application since it's mandatory your spouse provide a PCC. The issue isn't that IRCC didn't read your letter. The issue is that the PCC is mandatory and your application cannot be approved without it.
