You have to submit the complete application to Sydney.
Your visa processing will be done at CHC London.
You can do IELTS at Doha. Check the organizations conduct such exams.

You only send your application to CIO Office, Sydney, Canada and then based on your residence (if it's for more than one year) they will forward your application to London. You need to ensure you comply with the London VO checklist. All important links you will find in my signature thread.
