Application priority or submission date

Which date is count as application priority date (original submission date)?

Date on which Initial application received at CIO or on which full application received at CHC?

I'm just wondering, I'm submitting the application to CIO now and (**if and only if**) after 2 months before submitting the final application to CHC, if the rules/categories been changed; which date will take precedence?

Once you submitted your first applicaation and they have received it then any change in the rules will not effect you.
