I'm sorry this might be a stupid question, but I'm asking because I already printed out blank forms. Do the forms HAVE TO be completed electronically, as in on the computer, or can they be exclusively filled by hand? I know you only get the bar code page if you fill out the forms on the computer(?), but does it matter if I don't send the bar codes in? Also, I already sent my husband the blank forms by mail...

forms can be filled out by hand. forms must be filled out in black ink (as per the instructions). they do not need to be filled out or validated online.

As Rhcohen said they don't have to be completed electronically I think it's just preferred as it's probably quicker and the officer who eventually opens the file will normally find an electronic for, easier to read as I know my handwriting reverts to that of a 5 year old after a few minutes...however if your patient and neat I'm sure you would be fine. You also can't validate the form if it's handwritten which sometimes highlights missed sections etc so you'll just have to be a bit careful that you have completed all the relevant sections.

i handwrote all my forms, and typed up longer answers. as you can see from my stats, it did not affect how long it took for the officer to read my answers and make a decision. as long as the writing is neat and legible, and the answers make sense, they can be filled out however is most comfortable.

Completing the forms electronically (that can be validated) will help slightly, since they will have a bar code that CIC will scan to instantly populate their system. ;D
