I am wondering is CEC is applying new rules on applicants from previous year too reason i am asking is

My friend work exp is counted from PGWP even though he convocated few months after receiving PGWP

RA experience is getting rejected as per new rules. Even though people applied last year..

Any updates on it.

It's not a change in rules it's a change of legislation - difference.
 
According to CEC instruction manual "Applications will be processed according to the rules and regulations in effect at the time they are assessed. Rules and regulations may change at any time; changes may be applied to applications which have already been received."


Therefore, even if you applied in 2012, they will apply the new 2013 rules if it is processed in 2013

looks like I have a hope :)
 
CEC 2013 rules are applied on applications received on or after 3rd January 2013 and the rules are not retroactive (not applicable pre-3/01/2013).

I guess we all have read cases here where the 2012 applicants were rejected because they were not fulfilling the required no. of hours for 2 years FT work. And these applications were rejected in the past month or two.

We had numerous discussions over this in the past...one of them is below:

Gladaki - regarding RA experience getting rejected as per new rules, you will need to dig further about the reason for rejection....and are those really NEW RULES or did they exist pre2013 changes.
From members on this forum, I've learned that there are 2 critical reason that were in place since long. 1) Scholarship issue ; 2) Nature of work.
Again, if someone is interested, they can search the threads where this issue has been discussed in detail.
