Application incomplete. Do I need to pay fee again ro apply again?

Hello!

I need a little help with my visa application.
I applied for a temporary resident visa, but I forgot to sign one of the forms. Sure enough, the embassy returned the documents to me, along with a letter saying that my application is incomplete.

Do I need to pay the visa fee again? (The original receipt for the visa fee was returned along with all the other documents).

If it was returned unprocessed the fee should not have been taken, so correct the application and resubmit it with the fee payment receipt.
