NO! MAYBE IF you are a permanent resident/ setteld/living for a long time in that other country... that too I'm doubtful.
They have designated each and every CHC/Canadian High Commission for processing visa application for separate regions. As far as I think... only citizens of India, Nepal and Bhutan can apply for Canadian visa from a Canadian High commission situated in India.
