Application for study permit from foreign country

Hello,
I am currently residing in a country (say B) different from my citizenship country (say A) for employment for the past 10 months. If I have to apply for study permit for a Canadian university, am I eligible to apply from the country of my current residence (country B) or I can only apply for study permit from my citizenship country (A)?
