Application for PR

Hey there,

I have a friend from Mauritius who wants to come live and work in Canada. However, he has only high school and has worked as a Police Officer for over 15 years. Aged 38 and spouse 36 (high school). Mauritius is bilingual. Is there any program under which he can possibly start his PR application.

He has basically no chance in Express Entry, as it favors 20-somethings and post-graduates. If he is fluent in French, he should concentrate on PR programs like PNPs or others that specialize in French. No, I am not too familiar with any; he will have to do his own research.
