My brother and sister-in-laws submitted their application in 2014. Due to many complications, they were finally asked to pay for the Right of Permanent Residency Fees a month or so ago. They were approved as part of the Provincial Nominee Program. Apparently because the application was submitted before December 31, 2014, our relatives do not have to create an Express Entry Profile:

"If a candidate is eligible for a Canadian economic immigration program, such as the Federal Skilled Worker Class, in its current format and submits an application before December 31, 2014, his or her application will be processed without the candidate being required to create an Express Entry profile." - CanadaVisa.com

They are trying to pay their fees which must be done online. The only way we can see to pay is to create a myCIC account and then create an Express Entry Profile. Unfortunately, as we are trying to create the profile we have run into the issue of the language test results being to old so we are unable to create the profile.

Sadly, my brother-in-law who is located in Malaysia, traveled to the Canadian High Commission in Singapore to try to speak to someone to get help. They refused to see him. Furthermore any attempts at calling Immigration Canada has failed as well.

This is the last step. All other documentation has been sent and approved.

Does anyone have any idea how our family can pay their fees?
