Application considered incomplete due to criminal record

I have a clean criminal record but I was living in China for the past two years on business visas. Although Business visas in China have 1 year duration you are only allowed to stay 180 days at a time therefore you are not elegible for a crinal record.
After receiving my ITA my application was considered incomplete due to this issue.
Is there anyone that has had similar problems or anyone that has any suggestion.

Did you ever spend more than 6 months in China straight?

I have criminal records for both times that I stayed longer than 6 consequetive months.
If my stays where shorter needless to say I have no criminal record!
