I have won the appeal for residency obligation. I just received my written decision. What to do next? I called CIC noone explained to me clearly. I am outside of Canada do i have to send a new application for pr card? On the letter it says the decision made by the officer outside of Canada is set aside. I keep my pr status, i wanna know are they going to send my new pr card or i have to apply with all the documents (tax and stuff) because i already applied once when i got rejected.
 
You have won the decision to retain your PR status. The application for PR card has to be made within Canada. The only way to get back to Canada without PR card is either through land border or by getting a PR Travel Document. If you have visa for USA then you can fly to US and come through the border in a private vehicle or walk across. Make sure you have your COPR and CIC decision letter with you.

If you apply for PRTD at Canadian embassy in the country of your current stay, it should be granted as you have the decision made in your favour regarding PR status. Then you need to fly back to Canada and then apply for your PR card
