I have heard that there's no IAD appeal right for inland applicants. What is the option to file an inland appeal? File a judicial review via federal court?
If IRCC refused my application Can I ask the court to judicially review administrative decisions? When I can start the appeal?

Yes - you would have to go through the federal court since IAD is not an option for inland applications. You can start the process as soon as you've recieved the refusal letter. You'll need to hire a lawyer.
 
To qualify for a judicial review, you have to allege an error in jurisdiction, an error in procedural fairness, or an error of fact. You can't just appeal a decision.

If you are considering an application for judicial review, I highly suggest you get a lawyer.
