AOR vs confirmation of eligibility?

I'm reapplying for a health card and one of accepted documents is:

CIC Confirmation Letter – letter on CIC letterhead addressed to the Applicant for Permanent Residence that confirms that the applicant is eligible to apply for permanent residency in Canada;

The acknowledgement of receipt from CIC does not contain this wording. Rather, it states that the application is considered complete and has been forwarded to a visa office.

My question is, does an AOR amount to a confirmation of eligibility, or does that come later? If so, how much later?

AOR would be the only thing. There is no other letter that states that you meet the eligibility.

[Edit] Some people who receive RPRF/Biodata separately from their PPR may have the wording in the email. But not everyone receives that email.

or you can order the gcms notes and it says eligibility there.

Hm. I may try to persuade Service Ontario to accept the AOR. Or wait until my BOWP arrives and give them that instead.
