AOR timelines 2022?

What are AOR timelines like lately?
I mailed my PR application about one month ago, just before it became possibly to apply online for the Quebec Skilled Worker route.
I saw some people waited over a year to get an AOR, is this still the case?
I need the AOR in order to apply for a BOWP, correct?

In case anyone else is wondering about this, I received my temporary application number a couple weeks ago (about 2 months after mailing the paper application) and my permanent application number today (which I believe is what I need to apply for the BOWP.)
