We finally got AOR after sending our application on September 5th.
So I have a notice for police certificates and I'm confused on this part:
You must also provide this for every family member (whether accompanying you to Canada or not) who is aged 18 or older. Please refer to your application guide for a definition of “family member”. This must be received at this office by: 2017/12/09
Does this mean I'm required to get police certificates for my parents and brother even though they wont be accompanying me to Canada? It seems to me it is needed but I was under the idea it was only required for me (principal applicant)

Your answer is there. Family member in this case only refers to your dependents, if you have any.
