What if someone is not a native English speaker but has undergraduate and postgraduate degrees from UK universities, with a couple years of work/life experience in an English speaking country? Some reports say that IELTS is only mandatory for occupations like Chefs etc, and not if you have experience in fields like Finance or Engineering!
 
It is not a requirement if you can prove your English by other means but it's the only thing that can accurately give you points. You can estimate your own points and send in some data such as papers from UK universities to prove that you deserve these points but from what has happened to other people, it is likely that they will request you take IELTS anyway. Besides, if you take the IELTS before you apply, you will know exactly how many points you get and not be in the situation later to have to take it and find out you are short of points because you didn't get as many as you estimated you would get.
