Or if there are any such benefits to learn French for new landed PR holders .. ?

newly landed immigrants are eligible for FREE french classes. I would recommend looking up LINC and finding an organization in your area that is affiliated. LINC will assess your skills and provide information on classes in your area, again FREE for newcomers.

I would also suggest googling an immigrant services organization in your area to see what they offer. Toronto is bound to have a lot of free services for newcomers.
