Unfortunately you can only sponsor your parents once you have met the low income cut off (LICO) requirement for three years in a row. If you do not meet LICO, then your parents will have to qualify to immigrate on their own through one of the following programs:

Another options would be to bring your parents to Canada temporarily as visitors on a super visa. However there is a minimum income requirement for the super visa as well.
