Any UNIVERSITY accepting 12 backlogs but all cleared.

I have seen people getting with 34 backlogs. It depends on your essay. You will how to explain why did you get them. Or else, visit a consultancy. They have tie-ups with some colleges/universities. They will also guide you to write your SOP. I would say visit 5-6 consultancies and then decide which course you want to do and also where do you have the maximum chances of getting accepted.
I too had backlogs but have cleared them all. Some agent told me your student visa will get rejected for sure because of the backlogs i have had..so it's better to opt for universities in US or something.How true is that?
You may apply to Thompson river university, bc. They don't require backlog certificate nd you don't need to prove it in your sop. They don't need backlog details.
