Any relation in terms of applying visitor visa with less salary but good funds

Hi every one

my friend wants to visit me in vancover only for 7 days. he has also got sufficent proof of funds to show (fix deposit and bank balance about 6 lakh) but he earns only 20000/- INR per month. will the embassy in new delhi grant him visa on this monthly salary?

Some points that the visa officer may question:
1. Did he invest in FDs with his own income?

2. For a salary of INR 20,000, his bank balance seems disproportionate. Is it his savings?

3. Why would your friend want to spend a considerable part of his savings to visit you for 7 days?

4. Does he have a history of traveling to other visa-required countries?
