Is it possible (rather, is it realistic) to get LMIA while outside Canada?

It's possible but quite difficult. Remember the LMIA is used in cases where a foreigner has a set of skills unique to the Canadian job market and a Canadian citizen/PR can't be found to fill the role. Usually as well the employer would like to meet a potential applicants prior to deciding to proceed with an LMIA application (apart from maybe a Skype meeting its hard to do with people living overseas.

Remember as well its the employer who has to pay for the application/complete the paperwork/advertise on the JobBank website etc. If they pay the fees they are not allowed to recover the money from the candidate.

It is very much possible as I can confirm from my own experience. I have not received the LMIA but the employer is happy to put in the efforts for LMIA

That being said, the employers are hesitant because it exposes them to labour laws. Depends purely on what unique skill you can bring to the table.

Processing times are also fairly high for LMIA (atleast for IT related jobs)
