Current processing timing for Study permit is about 2 weeks for general and 1 week for spp.
It helps to be more specific with the question if its something else ur enquiring about.

you can apply to community colleges with toefl scores too. ielts or toefl has very little to do with visa.. they are needed only for college admission.
but u have to check up is 92 is good enough marks or not.. i have never given the toefl. so no idea
