It's $10k per group resident at same address, so if it's 4 people at the same address, that's total as it's one form between 4.
If there are 5 of you, that's two forms, but I think it's still between the five or you.
It's also $10k CAD total. If you have $8.5k CAD and $1k US and 25k INR ... you've over $10k CAD and therefore must declare.
For someone coming in as a PR, you won't have any issue carrying $15k or whatever, it's if you can't explain why you are carrying a huge amount they could get nasty.
They may or may not request proof of funds. It seems to vary with great inconsistency! Some people swear they were asked nothing and had no issues, personally for myself and others I know ... we were all glad we have proof as saying "I don't have that" at landing is not likely to end with "and they said never mind have a nice day"!
Have you considered travellers cheques in CAD? Much less risk of being robbed then.
