Any idea about change Jobs during apply PR BCPNP under IPGC

My friend get lay off, and checked his case is "medical Exam received", and I help he check BC PNP website, there is a page

NOTE: As a job offer is not required for the International Post-Graduates category, nominee applicants/ nominees in that category do not need to report any change in employment nor will their nomination be affected by any change in employment. Nominee applicants/nominees in this category must however notify the BC PNP of any change in residence, including moving outside of BC.

My question is could my friend still get PR under BCPNP, and does he need to tell BCPNP office that he get lay off?
