Bro I did a bit of searching and here is what I found.

CIC have an assessment process for HIV +ve applicants. They have to go through that assessment and depending of so grounds like infections and stuffs, it is decided whether or not to let them in. So, partially you were right. I never knew that CIC got this assessment process (everyone said HIV/AIDS=direct rejection). I think I should have done my homework before saying anything. Sorry for that brother. +1 for you for enlightening me with a new thing
