I am Canadian citizen and living in Canada more than 10 years.
I am working here in Canada Govt job and I have two kids under 5years
and my wife is housewife.
My one unmarried sister her age around 47 years, I wish you bring him
Canada, she is alone and lived in Pakistan with my married brother and her father passed away.
She doesn't have English skill need advise from all respected member what
option/way available for her to come Canada.

I am thinking about caregiver or sponsored refugee or guide me any other option but unfortunately she doesn't have English skill.

Unfortunately there are no realistic options for bringing your sister to Canada as a permanent resident or worker.

She doesn't meet any of the requirements for the refugee program. So this immigration stream is not possible.

To qualify to be considered under the caregiver program, she would need to know English. She would also need to have either recent paid work experience in the caregiver field (at least one year of paid work experience that is full time) or have recently completed a full time caregiver program. Even if she meets all of these requirements, it may be challenging to get a visa approved since IRCC will suspect that your primary reason for bringing her to Canada is to have her live here long term.
