We received an email from the CIC, that my mother refuse to grant a tourist visa in Canada. My question is can she apply for super visa instead of re applying the tourist visa?
I want to make sure that refusal for a tourist visa does not affect her application for super visa.

Thank you so much for the advise and help

Yes, she can apply for a super visa if you meet the income requirements.

She will need to declare the TRV refusal in her super visa application.

Also, she will need to address the reasons for her TRV refusal in her super visa application. For example, if the TRV was refused due to insufficient ties to her home country, she should provide stronger evidence of ties in her super visa application.
