If My common law lives with me outside of Canada....because she is a Citizen does this mean that it's the same as being in Canada....so meaning that if we live here for three years outside Canada I can still qualify for a passport?

No. You have to be physically present in Canada for 3 years to qualify to apply for citizenship (which is the only way you can get a Canadian passport). However, if she is living with you outside of Canada, you can still maintain your PR status.
 
Don't confuse the PR requirements with the citizenship requirements.

You can't get the passport until after you're a citizen and to become a citizen you have to be physically present in Canada for 3 years out of the last 4. Even the days you spend on vacation outside the country count against you. So if you intend to apply for citizenship one day, save all the records of your travels. You'll need them.
 
okay- so my how about the PR .....if I live outside of Canada with my Canadian Spouse would this mean I should not worry about the three years out of the five just yet...correct
 
Right. Your PR is protected if you are living with your Canadian spouse.
