You are reluctant to take IELTS-which leads me to believe you have problems with the english language.

In order to get a minor, you need to have a major. This means going to a university for a degree. Most universities do not offer addmission w/out proof of language ability. The ones that do are probably private schools where you do not qualify to apply for a OCWP or PGWP. Thus, no ability to work in Canada = No Job = No application for PR based on study permit.

Also, Quebec will require french. How's your french?

@ regina go to this page( sorry i cant provide the link)
most of the jobs are clerical jobs and are eligible for PR

@txboyscout i am posting this because i studied in a English medium school. there my first language was English. and for your kind information about being reluctant to not to give ielts is just because of this reason. i am not weak in English but better than most other Indians.

Sorry, in English Managerial job is not "clerical". Clerical jobs are provided by "clerks".

Major Group 14 Clerical Occupations
http://www.servicecanada.gc.ca/eng/qc/job_futures/1.shtml

Group 14 is not NOC 0-A-B. And only NOC 0-A-B jobs takes you to PR
http://www5.hrsdc.gc.ca/NOC/English/NOC/2011/html/Matrix.html

And ever bookkepers in Group 12 are not elligible anymore.

@regina i know that clerical jobs are done by clerks. major group 14 falls under code 1 and NOC A level so it qualifies!!! go to the link and check one more time or consult a ophthalmologist (u must have eye problem)
you must have been drunk,,, it is never possible to get 8.5 in ielts.( its an impossible score). have u got it??? if so then you should pursue a Phd in English.

Only the college can say if you need to sit the IELTS or not. I didn't have to.

You can think whatever you wish but if you, nevertheless, look at Matrix ( I already gave you the link but I do not mind to give it to you once more http://www5.hrsdc.gc.ca/NOC/English/NOC/2011/html/Matrix.html), in the very first left column you could notice letter 0-A-B-C-D. Then look at the corresponding rows and you will see that all occupations under 14.. are in the section C!!!!

Then go give the test and be done with it. If you have no issues with the language the test will be one of the easiest things you do in your life.
