Here is my situation...
-1 year experience in Canada NOC B
- I got 2y Certificate in Canada
- More than 4y of experence back home in Adm Assist
- My latest English test was CELP 8S 8R 7L 6W
- Marriage but spouse lives outland..
With this basic information Can I apply through CEC and Express Entry?

You can assess your eligibility with online tools. Having a CRS score that is high enough to get an invitation to apply (ITA) is another matter.
