Am I eligible to apply the open work permit under TR to PR application?

Good morning. I hope to get an advice if someone knows well on TR to PR application.
I just saw an article that the applicant of TR to PR can apply the open work permit.

But I don't have a filnumber yet. Am I still eligible to apply? or do i need to wait until AOR received?

Yes. You only need a proof, any proof about your successful application for TR2PR. For example, the email from IRCC that you received right after submission.
