I am an open work permit holder under spousal program. I am working as an Admission Assistant in a Public College since 2007 as a permanent employer. Can I apply for Canadian Experience Class?
If yes, will it be counted as a skill job under NOC 1221? As I don’t have a Labour Market Opinion, will it be considered as an arranged Job?
Or Can I apply for the Federal System?
Does the process of CEC take long time than the Federal System? Please advise.

If you have a job experience letter stating your duties to match the NOC 1221, you should be able to apply under CEC. CEC is much faster than Federal Skilled worker.
 
Speak to a Human Resources person at your college, they most likely know how your position is classified. You want to be very clear BEFORE you apply if your position will be evaluated as 1221 instead of 1441. If you apply to CEC and they consider the position is more like 1441, it will be rejected and you will lose the application fee.

You CAN apply under the FSW Category 2 (arranged employment) IF your employer gives you a letter offering you a PERMANENT position (not a term contract). But the main issue is the same (the NOC). the CEC application is easier and faster. However, if you apply under the FSW program and they reject your experience, you would get a refund of your application fee.
