Different provinces have different provincial nomination criteria (some may be similar, though). I would suggest you research on each province’s particular immigration pathways.
So I should go directly to a college in which state I will be applying for provisional nomination later on?

Simple answer is yes. Work experience gained through PGWP is valid all throughout Canada. However, the advantage of studying and working in one particular province is that you are already settled in that province. In addition, some PNP looks at “intention” to settle in their province by looking at education or work offer in their respective jurisdiction.
