Would you consider to have training programs for any unskilled workers willing to leave their home country to live in Canada, that are interested in being trained in any of the areas that Canada is short of so that those positions will be filled?

You misunderstood. I was asking if it would not be profitable for immigration to consider having such programs as opposed to looking for people already in those fields that are willing to leave their country. Although they are a few that do, when they come here they have to be re-evaluated and in some cases go back to school so doctors that come here end up driving taxis because they feel insulted having to go and take a course they could probably teach.
