AIP without review of eligibility

Has anyone received AIP without their status changing to a review of eligibility?

Yes, a couple of my friends from India and Brazil have AIPs without a review of eligibility. It could be that the visa officer in charge of your file hasn't updated your GC account information and just sent the AIP. Another scenario could be that your eligibility review hasn't started because AIP comes in two stages. Stage 1 most people are bound to pass. However, the requirements for stage 2( eligibility/admissibility) can possibly be tricky for some applicants to scale through.
