At 17 you would need a guardian in Canada so best wait until you are 18 or 19 depending on which province given there have different ages of majority by province.
You also realise that you need to be able to fund any education as an international student which could be around 18000 CDN per year in fees and 10000 CDN per year in living costs.
Impossible to speculate whether you would get a study permit without knowing what your current education level is, your English language proficiency and your planned course given your first challenge anyway would be to get an offer from a college before applying for a permit.
